On the eve of April 25, 1982, New York State's Department of Mental Hygiene and the Willowbrook State School a/k/a Staten Island Developmental Center (once operating under its auspices) was found to be in severe non-compliance with a 1975 signed Consent Judgment mandating safe, habitable and non-isolating treatment of persons with disabilities.
