WILLOWBROOK STATE SCHOOL OF EMOTION (reversible) JERSEY
On the eve of April 25, 1982, the United States District Court found New York State's Dept. of Mental Hygiene and the Willowbrook State School under its auspices to be in severe non-compliance with a 1975 signed Consent Judgment mandating habitable and non-isolating treatment for persons with disabilities.
This jersey celebrates the modified Consent Judgment that led to a reexamination of institutional care practices following an appointment of a Special Master. See New York State Ass'n for Retarded Children v. Carey, 551 F. Supp. 1165 (E.D.N.Y. 1982). This case laid the foundation for present-day group homes, day habilitation programs and self-directive services for disabled citizens.
